The 2 times it didnt spawn a prisoner, was a mob that dropped green. It maintains a WoW addon called the Wowhead Looter , which collects data as you play the game! Comment by Thottbot The drop rate isn't bad, but since it only drops for those with quests the posted drop rate looks awful. Comment by Thottbot Wanted to verify that they do drop in the Zaxxis mobs at Honored reputation; I think the only prerequisite is to gain the quest to get them in the first place.
